What we’re looking for:Cross River’s BSA/AML Compliance team’s role is to ensure that our business is always consistent with current regulations and remains within Cross River’s risk appetite. As part of the BSA/AML Compliance leadership team you will play a key role. The BSA/AML Program Manager will be responsible for BSA/AML program execution, including components such as innovation and strategic onboarding. Program Execution is a critical component to support BSA/AML through it’s growth and expansion initiatives. These will include, but are not limited to: Oversight of key projects impacting the FCC technology stack, the end-to-end training plan and system/vendor implementations as well as on-going due diligence in alignment with Third Party Risk Management requirements (e.g. transaction monitoring, adverse media, OFAC/Sanctions Screening) Management of strategic onboarding initiatives, including partner engagements and product/service launches Management of BSA/AML components of growth and expansion initiatives, inclusive of policies, program documentation and procedures as appropriate Exam and audit management liaison, serving as a point of contact for requests, ensuring deliverables are tracked, supporting documentation is collated and close out packets are complete Responsibilities: The Program Manager will serve as a key liaison between BSA/AML management and key stakeholders regarding implementation of new systems or enhancements to existing program elements or technology Responsible for managing technology deliverables and implementation schedules for any system or vendor implementation, managing communication between stakeholders throughout the process such as Compliance, IT and Risk Management Manage BSA/AML engagement in strategic projects/products, expansion areas and growth targets Responsible for the Quality Control/Quality Assurance program covering FCC and LoB processes, as warranted Serve as exam and audit management liaison with internal audit, legal, regulators and other key stakeholders (as appropriate) to ensure deliverables/requests for information are tracked and supporting documentation to close out observations is timely and complete. Including ensuring consistency across responses For new product/service or system launches creating Test Plans and defining User Acceptance Training (UAT) parameters, inclusive of testing logs For new process launches, the Program Manager is responsible for managing pilot phases including coordinating training sessions, managing pilot logs for feedback and issue logging Serve in a project management capacity where required to execute BSA/AML deliverables Manages and tracks all self-identified issues through timely and successful resolution Responsible for the policies, programs and procedures that govern FCC Liaison to Learning and Development with respect to Bank wide FCC training and training needs specific to FCC Oversight of FCC related Third Party and Model Risk Management Responsible for data oversight, metrics, and reporting to Governance forums inclusive of the Board of Directors, time and motion studies and the BSA/AML and OFAC Risk Assessments Other duties, as assigned Qualifications: Bachelor’s Degree Minimum of 8-10 years of BSA/AML compliance experience; experience working for financial institutions or highly regulated industry and/or law enforcement and investigations preferred Minimum 3 years of successfully managing and developing people Extensive knowledge of BSA and AML laws and regulations, including the Bank Secrecy Act, the USA Patriot Act and OFAC requirements Knowledge of enhanced due diligence matters, financial fraud and applicable state and federal laws, payments, MSBs, correspondent banking and complex customer types and product offerings Experience in project management or program execution Solution and execution oriented, with strong track record in delivering Change the Bank Activities Strong communication skills, written and verbal, relationship building across the organization Experience presenting to Sr. Executives, Internal Audit Functions and Regulatory Authorities Strong analytical, problem solving and organizational skills Ability to multi-task, inclusive of ability to plan, organize and prioritize workloads Ability to work independently and as part of a team and work on own initiative, strong interpersonal and relationship building skills Proficient in Microsoft Excel, Microsoft Word, Project Management tools, Transaction Monitoring and Screening solutions.
